Obviously a weather balloon reflecting off the swamp gas during a small patch of ball lightning. Nothing to see here!

It's very, very far off, and not moving about very quickly. Just chugging along, like another airplane would. It going up and down could very well just be the plane's wings going up and down, which in turn would make it appear like that object is going up and down.
