The rate of evaporation is strictly environmental. Commonly they freeze into ice crystals where they remain considerably longer. Especially if seeding occurs. Likewise, if in lower altitudes (really temp and pressure driven) where it can still hold moisture well, they can also persist for extended periods.

As usual, people don't know anything about science before making false claims.
