These are common video artifacts caused by mpeg compression algorithms.
Light goes through the eyeball to reach the retina and then reflects back. Because eyes are naturally filled with blood vessels, they appear red to camera sensors at certain angles.
Digital cameras include red eye filters that automatically change the color of the reddish iris when it appears red.
Aberration are common, especially when the digital signal is streamed (satellite or Internet) to remote locations.
That video looks edited though, the frame rate of the blinking is not in sync with the current video. It’s kinda well done, but a trained professional eye can immediately tell it’s doctored.
