Isn't that the entire reason for its existence? Voat went down for three days, and so @PMYB2 decided that an alternative with more attentive management was in order, and eventually you got recruited as a helping hand. That's my understanding of the history.
I'm not saying Poal has viewed it as a competition or anything, but in a real sense, it is because Voat had certain flaws that Poal felt the need to fill that void.
