Nearly all ruins have been heavily restored. Most of Rome was just scattered rubble until about 150 years ago when they begin restoring and even moving entire ruins for reassembly.

You can find a lot of paintings of famous ruins that were painted by artist in the 1700 and 1800's, and they are in far worse shape than they appear today.
