It's a play on words for 'voter suppression' which the left routinely claims (i.e. niggers are too stupid to have identification). In this case the comic is saying that the shooter was suppressing voters by removing their option. There's the further joke like a rifle suppressor tho I haven't heard that the shooter used one. One big word salad play on words.
