A person with integrity would likely see through such a job quite quickly. This too is deliberate I think. To make the job obviously bogus, so that only people with "flexible ethics" will continue to do it. Once they start approving slightly dubious items, they are morally compromised and can be made, or will even volunteer, to approve the most obviously corrupt.
It's a bit like how scam emails are so blatantly obvious. It's a deliberate strategy to filter out respondents to only the most gullible. Here, they are filtering bureaucrats to obtain the most corruptible.
Its a great example of making sure someone is the patsy because they either don't care or are too stupid to know what is going on. Either way, they are on the hook if something happens not you.
There is a reason why some government jobs won't hire you if you are "too smart". This is well documented.
