It's like a wedding. You can have a big party at any venue and hire a cater and such but the second you say "wedding" the price goes up by 10x. In this case, the second you say "gov contract" and "I know a guy", the price goes up 500x and you know you are getting a kickback or something......
Send these people to jail. Take all of their money and stuff and make an example of them.
