Is that a pre-planned site?
It looks like an Iron Age hill fort, with an earth mound with earth parapet around the perimeter. That earthwork was clearly done beforehand, except for clearing off the already flat top. An innocent explanation might be that it's a pre-planned flood rescue area, hence the elevated position. A more cynical person might question why they would want to have the high ground.
