I hadn't thought of that. But if FEMA "cuts off aid" then the locals would actually get people help. FEMA being there is an obstacle to getting any progress made.
if FEMA just left then yes that would actually be better, but I think it'd escalate to a different government agency, one with more policing power and even less of a care for the citizens, especially the ones dealing with a massive crisis.

My guess it would be the ATF and/or FBI. Both have proven track records of murdering US citizens for fun and profit. I can definitely see them going house to house collecting guns and putting people on trucks to camps. Where I am sure they'll be put to work to clear out storm debris for the lithium mine they want.
that's a bingo. sad these are reasonable scenarios to contemplate on.
