I bet the IRS doesn't get it in installments.

Nobody gets anything. There was never 1.28 billion physical dollars to back the winnings. The only thing that changed was the amount of digits in the winners back account. He can't withdraw 1% of that in physical currency. It's all fake and gay! The larger they allege the winnings to be, the more physical cash people will give up for a chance to win digits in their bank account.

He can write a 12.7 million dollar check for a property. Then $250k for a supercar. So it's still spendable, but will all be tracked.

Coming soon: your politics will have to be demonstrably agreeable to the state or you will be sanctioned and your money won't spend

No one should. Buy a nice house, car, boat, whatever and invest the rest. It'll take a few months with an investment manager, but after... Take the dividends or whatever and never work another day in your life.

Even before that theft, thr lottery corporation is committing theft. They say you win a billion or whatever, but you only get that full amount if you take it in installments, making the amount received each year worth less due to inflation. If you want the max amount of money now, they reduce the amount they pay out. They should only be allowed to say the jackpot is what they are willing to pay out right fucking now.
