I was working at National Semiconductor in 1999. We were instructed to review all of our system source code to guarantee "years" were processed as 4 digit integers. Back in the day (60's-90's) many slacker programmers were using the last 2 digits of the year in their coding. Everything I had written before 2000 was rock solid. I'm not sure if anyone found a case where someone had used 2 digits. If they did, they fixed it. We didn't have any hiccups as we entered 2000.
No idea what the government did, but they were fraught with legacy software and that software review was necessary to keep their antiquated systems running.
