Theory:
They purchased the ammo due to a surplus of federal funds at the end of the fiscal year. They were then approached to make purchases on behalf of another agency/military branch. (Likely that these deals were laden with kickbacks.) Post acceptance of said ammunition, it was (extremely shadily) transfered to the agency/military branch. This would have looked legal and above board, but only on paper. The players who set it up, got approached and the few other that had to sign off on it were "taken care of" with money, physical products (worth money,) or favors (cashed now or down the road.)
Americans tend to ignore the fact that they live under the largest government corporation, not only in existence, that ever existed. Corruption is as rampant as the parades of niggers, kikes and mentally ill faggots in the advertisement industry.
