Let's set aside the welfare payment disguised as a tax refund. Most taxpayers have taxes deducted from their wages, and usually wind up overpaying through the deduction. So they get the overage refunded. This adds up to a lot. $3.2 billion sounds like a hell of a lot of money but it's $10 per person in the US.

Nice stretch, but you can’t simply average all the tax refunds over the entire population.
Check out how many real taxpayers there actually are. Not all of them are overpaying.
