My opinion, Amtrak should have been closed up and assets sold off long ago so a modern high speed rail like in Japan or Taiwan could be built in it's place. Biden is band-aiding 19th century infrastructure and enriching the cronies controlling it (who also happen to contribute to the Dem Party).
