The judge is a extremist Anti-Trump psychopath. They really don't care what the assessment is. Even if it was 20x higher they would "low ball" it because they are trying to steal his property/wealth.
Their plan is to take over the property (steal it) and if for some reason required by another court give "fair payment" (they will use this number to claim that even half of it is fair). Then they will turn around and sell it for 500x just to rub it in not just the Trump family's faces but anyone who has ever supported him.
This is not just an attack on Trump, it is an attack on anyone that supports him in any way. As you said, tax assessed numbers are no where near what "the market" is willing to pay for a property basically anywhere in the us and would make everyone that is not in the cult guilty of "Fraud" overnight.
To top it all off NY (city and state) are failed and desperately need money and will do anything possible to get it. God help you if you are dumb enough to still live there.
