I think that was a part of "the plan". What better way to expose the DS to the People than to have them placed in highly visible positions to do what they do. Trump mostly relied on the GOP and "conservative" think tanks for their recommendations for staffing and appointments and he picked from those lists. He allowed their positioning to show the People, to Awaken the sheeple of the undeclared war being waged upon them. I think it was highly effective, while still forcing them to accomplish most of his promises.
