Doing what he's goddamm well told to if he knows what's good for him. That's what a cut-outs job is. Do the shit work that the boss wants done and take the fall when the wheels come off, to protect the boss. Doesn't mean he's good person. He's a little shit and he is expressly complicit in the whole shit-show. Nobody had to put a gun to his head to get him to do it.
