Bullets roll because of barrel rifling and twist rates. Rockets are not shot out of launchers, let alone rifled ones. If a bullet tumbles, which isn't related to the OP video at all, then there's issues involving bullet weight, powder charge and/or twist rate.
*edit If bullets had mini gyros then rifling wouldn't be necessary...
