I have his book, Seeing Red. He has some interesting theories about quasars not being distant, highly luminous early universe objects but instead objects expelled from jets of a nearby galaxy, and that such objects have an 'intrinsic redshift' that does not obey the Hubble Law. Definitely something to think about.

If redshift is caused by the medium through which light travels, it's not out of the realm of possibility that it can be highly concentrated, resulting in 'intrinsic redshift' Halton hypothethized...
