I rather liked the shuttle. There even was an 'Enterprise', although it never was spaceworthy. Take away the design flaws, the ungodly cost and Pronto, you have yourself a neat LEO ship with a cargo space that perfectly fits generic spy satellites.

The only reason it cost so much is everyone was stealing money. I bet if there were an audit 90% of the cost is corruption.
