It sounds like there were some poor decisions in the protocol design that allow for what's basically a DoS attack. Thing is, if this stops working, all it'd take would be a half dozen directed radio emitters to completely overwhelm the satellites over Ukraine; effectively the equivalent of a DDoS attack.
