It will always matter from the perspective of efficiency. We could get a rocket into space from the poles if we wanted to, but the payload would be much much less than from the equator.
Agreed, but I don't think they plan on launching traditional heavy rockets. If I remember correctly they use a system that sends smaller payloads.

You can't do anything in space without lifting heavy loads. This system sounds like an expensive fireworks display.
