I know this is probably unappealing but if you have a spare 100k lying about you can just buy citizenship in a carribbean shit hole like St Kitts or St Lucia. They have surprisingly good visa access. Only issue is the up front payment. But he can then be in the US constantly and not be trapped and enslaved by the IRS.
