US companies fix that with prejudice "pun intended", they just cut all the non power lines aka cable and wait for the orders to come in to reattach by the legal customers. Just put all the boxes and cable in a dump truck to take back to sort through it all. Hell it would not get a 10th of this size before the trimming of the theives work would happen.
