I'm going to extend your idea by saying niggers shouldn't be allowed in the US unless they have a sponsor nearby who is responsible for their actions.
i was in the east when two fat niggresses walking their yorkie stopped to let a pitbull sniff her. She quaked and whinned and cowered. She showed her belly to the pitbull wagging her tail. I watched the whole thing break down well before it happened, while they were walking their dogs and bumped into eachother at the intersection of a dogstore. I knew what was going to happen before it happened i just didnt believe it would really happen until it was too late.
The nigger in dreads, walking a three legged pitbull covered in battle scars was allowed to stop to greet the yorkie. You could read that pit's body language a mile away, and sure enough, the pit grabbed the yorkie up in one big bite, no contest, no noise but one big squeak then the smell of blood. The ladies went from saying "Oh look how cute they are together, aaaawe" to "OH. OH?! what? Whats happening? NO NOOOO!!!" the owner said "_Name_ DROP IT, drop it _Name_!"

There are lots of dangerous dogs, and lots of idiots who think they can control them( some idiot varieties are more common than others). If you are the owner of a dangerous dog, and you fail to control it, you specifically should be held personally liable and receive jail time.
My friends dog was mauled within an inch of it's life by a Rhodesian Ridgeback. The owner was a entitled rich man's yoga wife who failed to train, and kept the dogs because she thought they were handsome. The dog was put to sleep, she faced no personal punishment, and was allowed to maintain ownership of two other similar dogs. She had to be sued to recover vet bills, while continuing to walk her dangerous dogs in residential neighborhoods with children.
Anybody who keeps a dangerous animal should be held personally responsible for it's actions. If your pitbull attacks another person, you should get manslaughter charges. If your pitbull attacks another animal, you should get animal abuse charges. I really don't care what race of human you are, you have a basic standard of societal responsibility.
Rhodesians are historically hunting dogs and are smart but stubborn and need training. They are not bred to be killing machines like pitts are- they're heads are shaped and muscled for it. They're basically land sharks and must be exterminated.
I don't think sharks breed as easily. lol.
