The muds have their enclaves and they enforce those no-zones with violence by many men. You would need a handful of good men on your side to exact your vengeance. And even then it would turn into a mini-war. It seems that the folk have been so demoralized that you can't even get a dozen good men together to enact justice upon the evil doers.
