It was a simple signal override. Someone hit the broadcast relay tower with a stronger signal than the real one, and the equipment did exactly what it was supposed to - went "Ok, I see a strong signal, that's most likely the one I'm supposed to use so I will." It was all analog so no encryption or anything. It sounds complex but could have been done with borrowed equipment nearby, it just had to be strong enough to hit the tower and get capture lock.
Why they did it? That's a mystery even the scooby gang can't solve.
