A while ago I read about how they classify "alcohol related" car deaths. Suppose you, your wife, and a co-worker goes to a party. You and your coworker have to get up real early tomorrow and don't drink anything. Your wife has a few drinks. Your the one driving. On the way home you hit a deer and then slam into a tree. Your coworker dies. This is now an "alcohol related" death just because a passenger was drunk at the time even though they didn't do anything to contribute to the accident.

MADD encourages and gets laws changed to mandate everyone at an accident scene be given a breathalyzer. You might be stopped at a red light and get slammed from behind by a driver on their cell phone. Police will still try to give you a breathalyzer and charge you with DUI even though your driving was clearly not the problem.

It's also worth noting that fentanyl floyd had to be arrested because of MADD lobbying. The fact that he passed a counterfeit $20 could have resulted in a summons to appear.
