The point you miss is that the “Rebel terrorists” were just a false front, a puppet group (((Palpatine))) used to continue The Clone Wars under a different name. Or, more accurately, the largest and most high profile participants.
There were, among the “Rebels,” true believers, who had been brainwashed and led into zealotry and even faith in the old (((Jedi))) religion (Luke Skywalker, like his father Anakin), but if you look at the key players and founders of the movement, it was former Imperial Senators and high ranking military officers: Mon Mothma, Bail Organa and his “daughter” Leia (Palpatine had plans for an unwitting incestuous relationship between the Skywalker twins to produce a child with massive Force potential for another ritual, by the way), Obi-Wan Kenobi and Crix Madine.
To be fair, you had genuine rebellion from people like Saw Gerrera and the former “Darth” Maul. However, they were conveniently dispatched in the early days of the founding of the “Rebel Alliance” to prevent the success of splinter groups with plans to actually tear down the system, rather than just rebrand it under a new name. Populist outsider, Garm Bel Iblis, now conveniently labeled a “legend” or myth in the modern revised so-called “history” of Star Wars, escaped assassination by the “Rebels” by hiding out in remote sections of the galaxy.
As for the Ewoks, their threat was so great that Palpatine coordinated the “Battle of Endor,” whose massive fallout would allow the propagation of a huge lie about a disastrous ecological “accident.” This lie was a cover story for the intentional raining down of hazardous radioactive materials onto the forest moon which would eliminate all life, particularly, the pre-space-faring civilization of Ewoks and their rivals, the Duloks. This pair of species was so dangerous that, had they overcome their differences and unified the moon under harmonious rule, they would have created the greatest threat the Republic/Empire/Rebellion had ever faced.
The lie also conveniently allowed Palpatine to move into a shadow government role, pulling the strings in the “New Republic” and “First Order” from behind the scenes, and granting him continued funding for his (((Sith))) blood ritual alchemy as he pursued his own aims of transhumanist eternality, while the galaxy rested in the false faith that he had been killed. His granddaughter, Rey, will doubtless continue his legacy.
Oh I didn't miss that point. It only just occurred to me that, until just last night, I had allowed myself to be been completely misled as to who the actual target of the entire operation really was. That is effective misdirection. When nobody, not even the target himself, knows it.
If the fallout from the destruction of the Death Stsr was intended to smash into the planet side and cause an ELE, the rebel alliance did a piss poor job on their calculations as there was a literal party on the planet after the explosion which could be witnessed from the surface of Endor in the day time. A party with the Ewoks.

First, don’t buy the propaganda. Second, the ELE wasn’t about crashing anything into the surface of the moon; it was a slow death by radioactive materials raining down over the years as the remains of the ships and battle station slowly entered orbital decay. The “Death Star” wasn’t even real or operational in capacity we were led to believe.
The second Death Star had a large, stationary superlaser, but not one capable of destroying planets, merely large enough to take out capital ships. You had a lot of “veteran” witnesses that would need to be convinced this was “real” in order to move on to the next phase of government under the so called “New Republic.”
Did you honestly believe that they could generate a second, operational Death Star in three years when it took over twenty to complete the first one?
Incidentally, the first Death Star was, in fact, genuine. The selection of Alderaan as the first official target was one agreed upon by the Alderaanian leadership, all members of Palpatine’s secret death cult, who willingly sacrificed themselves and the majority of their people for a massive blood ritual.
What they didn’t realize was that as part of this (((Jedi/Sith))) occult myth of “balance,” (((Palpatine))) was going to also allow for the destruction of the Death Star to even the scales and produce yet more death. He had gleaned the desired technology (mass concentration of energy) from the research, and had no interest in Tarkin as a rival.
