Most of them because it depends on who is counting. Is it 3 or more people shot? Or is it 3 or more people killed? Is it 4 or more including shot and killed? There is no standard for mass shootings which I believe is on purpose. FBI does it one way, local LE does it another, other agencies another. FBI doesn't e en re I've data from the big dem states so their numbers are off anyway.
