I understand and can even sympathize with the individual officers who didn't want to put themselves in harms way.
Now when they actively assaulted, tackled, arrested, and otherwise delayed or idly stood by as other officers impeded the parents trying to save their own kids, that is where I draw the line and say every last one of them should be at the bullet end of a firing line.
Had I been in that situation, I would have taken a safe cover and shot every officer I could at the scene so the other parents could rescue their kids.
That would serve as an effective warning imho.
