I don't understand, don't the cops have semi-automatic rifles and better training? It shouldn't have even been a question. The cops should have been able to take him down no problem with their rifles.

Honest question: have you ever been to an indoor range next to police officers? From my experience they're terrible at weapon handling.

No I never have. I would guess their ego allows for that. They are the "professionals" and that kinda thinking. I would imagine they would be terrible with safety.

There are officers that can hit a target decently though I've never seen one in person, I vividly remember a range trip probably 8-9 years ago where I was next to two officers. Their target was placed at about 7 yards, some of their shots hit the man sized target.
