Maybe change the election by changing the results as they pass through the lines underground. Or maybe stage for and easy way to deploy troops in case of martial law or make people disappear and move them when they cross the deep state since most prominent scientist and businessmen work in cities or teach there. Maybe they are going to tap the entire city off the backbone if their is a leftist rebellion planned so they stop it as fast as they plan it. There are a million things it could be and I was thinking about the ones that seem obvious to me.
