The closest tech we currently have to this is hydrogen gas. Mixed with air it becomes non-explosive and does have some pretty incredible medical benefits. Many have been breathing it, Chinese have been using it for covid symptoms, Korea even has hydrogen bars, the whole hydrogen-water craze, etc
Theoretically you could create a bag of air around your body and inject the hydrogen gas from a water electrolyzer. Idk on "regenerating limbs" n' shit, but hey, it has been shown to help
That said I do tend to believe Simon Parkes to be a complete ass 99%+ of the time
