Women engage in child abuse less frequently than men. Both sexes choose female victims more often because they are perceived as more vulnerable. Sexual abuse of children is quite common (as in 1 out of 10 children, not 1 out of a million) so female on female sexual abuse is rarer than male on female sexual abuse but still not vanishingly rare. Does that make sense?

No females engage in it more but the boys they victimize are not even allowed to report it.
