WELL NO SHIT HAHAHA, oh God. I remember the first time I was presented to this idea, that was the very first thing that came to mind. There was no incentive to produce less emission or contaminants. It was just pay to contaminate. The one who came up with this should have known this too, and probably did know but didn't care.
