Not quite. In academia it's more survivorship bias. The people that speak the truth fail to get grants and fail to get published. The people that push this propaganda get funding, get published, and have their articles shared in the media.
I'm not saying you can't bribe scientists or that they don't respond to incentives, but most of the people that believe this bullshit genuinely believe it and they go on to enforce that culture within academia, making this insanity far more sustainable than outright bribery.
Nowadays in academia, you have to submit a diversity statement along with your application. If you don't repeat the correct dogma and platitudes, they won't even hire you.

It's exactly who you think it is. But because these grants are "clean" money it's harder to call attention to it. But it's very much selective bias, only platforming people with favorable research and not funding people with unfavorable research.
