Would that mean any momentum would keep going? So if it had a slight spin it would keep spinning? Or would the torsion of the string/wire prevent it from spinning too far, and ultimately settle in the middle?

unfortunately, you are correct. the string would prevent it from going forever. also, even though it is in a vacuum, it is probably not that high of pressure even without the string.
