That's fatalistic and unproductive. 1) Single motherhood rates were lower amongst black households than white households prior to LBJ unleashing the welfare state. Nix the welfare state and the situation improves because single motherhood rates will plunge. That decreases child abuse and hence violence. 2) Nixing transfer payments removes the incentive to choose r-selected reproduction. This therefor incentivizes people to choose partners with a lower time preference. This leads to less violent adults in the future. 3) R-selected reproduction prefers superficially attractive partners. K-selected prefers intelligent partners. Incentivizing k-selected reproduction increases IQ over the long term (albeit slowly).
