Yup. It's one of the reasons I generally discount people who suggest we use the moon as a "stepping stone" to colonizing Mars. The two aren't even really analogous and very little of what we'd learn on the lunar surface is applicable to colonizing Mars. There's some justification to attempting to establish a colony on the moon, but as a stepping stone to Mars is not it.
