Didn't read it, aye? It has absolutely nothing to do with putting instruments at the edge of space during WWII. It never say's it did, nor was that possible except with high altitude balloons of the time, which is not claimed, either. It's an analysis of available data concerning shortwave radio signals interacting with the ionosphere during the era of the bombings. If you know about how certain radio frequency signals and the ionosphere interact, and the data is available, a study of such can be done and apparently was.
