That part of town had to be sanitized because they banned plastic bags, which, apparently, the homeless people use as toilets. So, when they no longer had their portable toilets, they just shat everywhere, causing a massive hepatitis outbreak. So... I hope ain't nobody pickin' up no hoes down there.
