Seeing as how the government is 100% funded by tax dollars, only tax payers should be allowed to vote and the vote should be weighted based on how much taxes you paid. Only federal income tax payers get to vote in federal elections, only state tax payers get to vote state elections and only home owners get to vote for municipal elections.
All others haven't contributed and shouldn't get a vote.

They shouldn't count at all and they should only count 3/5 for census until they are reduced to 0/5 by other encouragements.
