I looked into this when I first found out. It was hard to find much information. Most of the articles were about Russia's efforts to decrease the rate, but there wasn't a lot about underlying causes. The best I could summarize was it is a carryover from USSR days when the economics of having a child were very difficult and access to birth control was limited.
