Doesn't really imply anything tbh , whats the context of the quote. sounds like something a leader would say to counter world opinion as a place you dont want to visit.

Context seem to be some Russian interview from 2003:

QUESTION: Incitement to ethnic hatred is prohibited by the laws of the Russian Federation, this is good, and everyone remembers it. But some parties during the election campaign openly promoted slogans of the « Russia for Russians » in this campaign. Here is my question: why were these parties allowed to make such proposals, such judgments on television? I thank you.

VLADIMIR: For a country like ours, the question you asked has a special priority. Anyone who says: « Russia – for Russians » – you know, it’s hard to resist not giving characteristics to these people, – these are either dishonorable people who don’t understand what they say, and then they are just morons or provocateurs, because Russia – is a multinational country.

That in combination with questioning the holocaust being illegal and Putin condemning quran burnings seems pretty gay to me.

Ah i see. Yea from what i understand Russia is a huge conglomeration of many different ethnic groups with multiple different languages and cultures - the main similarity between them apart from living in Russian territory, is the commonality of the Russian Language and Russian Central Government Authority - otherwise he's correct when addressing 'What is a Russian in a multinational country?' . The term Russia for Russians seeks to exclude other Russian citizens purely based on ethnicity.

What you say is perfectly reasonable. I was interpreting putin's words from a ethno-nationalist perspective + nigger/sand nigger fatigue. I don't think anything but ethno-states will work long term.
