Doesn't really imply anything tbh , whats the context of the quote. sounds like something a leader would say to counter world opinion as a place you dont want to visit.

Ah i see. Yea from what i understand Russia is a huge conglomeration of many different ethnic groups with multiple different languages and cultures - the main similarity between them apart from living in Russian territory, is the commonality of the Russian Language and Russian Central Government Authority - otherwise he's correct when addressing 'What is a Russian in a multinational country?' . The term Russia for Russians seeks to exclude other Russian citizens purely based on ethnicity.
