Yes. Lockdowns work to reduce the spread. The scope of the study you cited is too narrow to judge effectiveness of lockdowns as it only focuses on two small aspects of a lockdown.

The study I cited looks at the bigger picture, all aspects of a lockdown, and finds that lockdowns are in fact effective against the spread of the disease.
