A public library of video games, abandonware or not, will never happen. Publishers can always release a collection of old shit for a premium price and the masses will think it's a bargain, so the publishers see the pubic library idea as an impediment to their profit. The very IDEA that a game of a certain age should be available for free is seen as dangerous to the corps that run things so they'll never do this.
