Inexplicable? It came down to games, advertising and third party support. Dreamcast had a lot of great games but whole genres were bare such as rpgs outside of Grandia 2 and Skies of Arcadia. Third part developers largely shunned the system and the advertising from Sony and Nintendo swayed many fans away. Finally Microsoft was right around the corner with Xbox. Sega just couldn't survive with everything against them.
